Research at the Frontiers of X-Ray Free Electron Laser Ultrafast Chemical and Materials Sciences

All types of applicants are eligible to apply, except Federally Funded Research and Development Centers (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.
Applicants that are not domestic organizations should be advised that:
- Individual applicants are unlikely to possess the skills, abilities, and resources to successfully accomplish the objectives of this FOA. Individual applicants are encouraged to address this concern in their applications and to demonstrate how they will accomplish the objectives of this FOA.
- Non-domestic applicants are advised that successful applications from non-domestic applicants include a detailed demonstration of how the applicant possesses skills, resources, and abilities that do not exist among potential domestic applicants.

The Office of Basic Energy Sciences (BES), U.S. Department of Energy (DOE), announces its interest in receiving applications from small groups of investigators for support of experimental and theoretical efforts to advance ultrafast chemical and materials sciences that utilize x-ray free electron lasers.
An entity may submit only two letters of intent. If more than two qualified LOIs are received from a lead organization, DOE will consider the first two qualified LOIs received based on the PAMS date and time stamp. Subsequent LOIs will be deemed non-responsive and any applications associated with the subsequent LOIs will also be deemed non-responsive to this FOA. However, there is no limitation on the number of LOIs or applications in which an entity may participate as a team member or subcontractor.

Up to 15 awards are expected for both this FOA and the companion program announcement for DOE National Laboratories.
Research Grant Awards are expected to be made for a period of up to three years as befitting the project.
